the gov't doesn't care about where they spend money, simply cuz they don't have to earn it. if they need more money, they raise taxes. this kind of lack of accountability is 
u gotta love the military industrial complex, who are in bed with pretty much EVERYONE in DC. this is why we are perpetually at war and spending many more times than every other country combined annually on defense.

The Iraq War wasn't about fighting no damn terrorism or WMD. It was about making MONEY. You spend the munitions bombing the place, govt replaces the spent munitions with your money and then pays contractors to come in and repair what they blew up. Again, with YOUR money. The amount of profits the defense industry(hell all industries really) made during WWII was INSANE and like a crack addict that got prime rock they've been chasing that high ever since.
All sorts of programs have had their funding cut but the one thing Republicans and democrats will NEVER cut is military spending. It's political suicide if you do that. At best you have to sneak it into legislation about something else and by the time you've been caught it's too late and the bill has already passed. That's the only way to claw back some of that tax money and put it into shyt that people actually need like roads, hospitals and disaster relief.
