This is well known especially in the military. I used to buy supplies for my squadron and it was basically understood that you had to spend every cent of your allocated money before the end of the fiscal year regardless if you actually needed anything or not. Because if you didn't spend it the would give you less next year since you obviously didn't need it. The worst part was that we were contractually obligated to buy it from only one place and the mark up was usually 2-4 times what a normal person would pay. Just a gross misuse of funds...
