I really don't know. I could give an answer but I don't want to offend anyone.
Its a great sounding idea but like all other entitlement programs its doomed to failure..it would foster a culture of dependency,reduce economic activity and it would create huge distortions in migration and immigration policy depending on how it implemented.
If its opened to immigrants the shores will be flooded with people coming in for a share in the redistribution and they will be seen as a threat so there will be a huge backlash to keep them out
If its closed to immigrants then alot of talented and skilled labor/foreign entrepreneurs and capital will flee or avoid the country altogether because nobody wants to be taxed extra to provide for the citizens of one of the richest countries on earth.
Theres probably other unforeseen problems but because the whole enterprise is founded in flawed morality so the product is always going to be tainted....vis-à-vis......fruit of the poisoned tree
