Most of the time a return them, but some of the times I don't put them with the other carts. But I'll never leave a cart in a place where it can start rolling and hit someone's car. I'll put it on the grass/dirt, or prop it up on a curb.

This is a pet peeve of mine. An abandoned cart can hit someone's car. You're also making it more difficult for the cart collector to do their job. It makes them have to go all over the parking lot instead of simply going to the assigned spot. I feel that people that do this are similar to people who throw their trash out of the window. Just low level behavior.

On a side note, why are target shopping carts so much smoother than walmart or even anywhere else?

I always return them. My husband laughs at me because if I can’t find a cart thingamadohickey , I’ll walk all the way back to the store to return it.
