Nah...Tony just took pleasure in being cold towards Hesh after his loss. Tony felt Hesh threw away their friendship rightfully asking for his money back, and this was Tony "repaying" him at a time where Hesh needed a friend. We also see that Tony could've repaid Hesh back in full anytime he wanted too.
