It's because of these isolated character centric episodes. How you gonna go 2-3 episodes without featuring the main character (Rick) 
And then expect people to tune in to watch some boring disconnected side-plot I couldn't even finish that Kingdom episode

Or some type of 'Lost' factor.. a legit radio broadcast, a helicopter flying over, etc or something.. Some type of mystery of hope even if its a little something on the side. If there's nothing out there then all these guys should've been dead a long time ago. Ammo and bullets should be all but gone by nowThey really need to put the possibility of cure in the story
