I'm not talking about flopping. I'm talking about driving to the basket and extending the ball into the nearest defender so they draw contact and get two easy free throws instead of a contested shot in traffic.

Under the current rules, this isn't a flop and its a legitimate foul. It's an unnatural motion that makes it nearly impossible for a defender to try to defend the play or strip the ball away without making arm contact.
