The way rap is now, can a rapper post 2013 ever make it to top 10 all-time list?

I'm talking about general list. Someone could have Pretty Willie in their top 10 if they want, I don't care, but that would never been a respected opinion among 99% of the cultural. We all know everyone has their own list, and not everyone agrees but you're being obtuse if you're trying to pretend like there aren't a good 30-40 rappers that are generally considered viable top 10 picks.

And how can a young person’s top ten hold any weight if they aren’t up on the history?

Music is a feeling. If rappers don't move you and connect with your sensibilities then they shouldn't be ranked.
No, it's not wrong. There's a thing called general consensus, acting like it doesn't exist isn't going to stop it from existing. You don't have to respect it, you don't have to agree with it, but it's there and it's very real, regardless if it's based in bias or not. There's rappers that are general considered the best of all-time for a variety of reasons, and it's the same 30-40 that you see mixed and matched over the last 20 plus years. That's just a fact.
There's always an outlier here and there but that's why they're called outliers. They're against the grain and outside of the main system.

Then again, most of the young rappers can't really RAP like that, so if a younger rapper came out with the skill set, I think they'd stand out massively.
Especially if they don't have to resort to IG beefs and blatant attention seeking antics.
