It isn’t addressed in the show but David Simon has said that Randy is Cheese’s son.
They made some changes during the show on Cheese’s character. Originally his last name is Flagstaff but it changes to Wagstaff.
I think they also didn’t intend for Cheese to be Joe’s nephew. In season 2, I don’t think they ever brought it up although there are in some scenes together. I don’t know if it’s brought up in season 3 either. Joe has another nephew who is a dealer. Lester and them hope he gets promoted because he’s an idiot, but Cheese gets promoted instead.
