I was just checking steam forums, and the gog version is downloadable apparently, but not the steam one

They said no pre-load, period a couple days ago.
Not sure what's going on with GOG.

My go to site for files and tv shows already has it up to download. GOG released it early it looks like
I guess CD Projekt RED can do whatever they want to with GOG, they own it after all.

They said they didn't offer a pre-load because the file isn't that big. So I'm not too worried about it.
