How you gonna use her teleportation powers if she is sitting on a throne all day moving pieces around a map. like her dad Emries.
She is literally designed to have a nomadic existence never sleeping in the same place twice. Perfect for the witcher lifestyle.
And the book canon makes it explicit that she would never be happy as an empress.
