I think so, the world is smaller now, people travel more, Ideas are easily shared. Look at Costa Rica, Navas is the starting keeper for Real Madrid. 'smaller nations' are fielding players that play in worlds best leagues

Scouting is also a lot more globalized. You got players from "smaller" footballing nations playing in the top leagues around the world so their talent is being developed.

Netherlands is the best example. Very good National team, good, but not elite, at least not anymore, domestic league. They develop their national team by send their players out to other leagues. RvP, Robben, Sneijder, etc.

Belgium is probably the better contemporary example. Jupiler League is a level below Eredivise but the Belgian national team is quite talented.
