Cacs have nothing to do with this it was Indians who tried to "civilize" them but they finally made it a law that no one can come within 3 nautical miles of the island.

They have nothing to do with Africa their island is in between India and Burma. There are darkskin folk in the world besides Africa, you know that, right?
There are dark skin people in India and the south Pacific

You seem to misinterpret what he meant. Since everyone comes from Africa at some point their ancestors would have migrated over time from Africa to that island.
