Only way I see this shyt not going that way, is if the public bytches and broadband infrastructure starts being laid down by local/state govt.
Then cord cutters will eventually drive all the MSOs out of business if they can't make profits. The Government isn't gonna stop this. They didn't stop it in the cell phone industry and they won't stop it here. There will come a day where cable / satellite subscriptions for TV packages will go extinct and everyone will stream everything on demand. In order for the industry to survive either they'll drive up the cost of online packages themselves or structure the cost so the people who use the most data pay the most.
In reality a small percentage of people use data that goes over Comcast cap number. Should those people pay the same price as a grandmother that's using less than 5GBs a month mostly playing Facebook games and checking e-mail?
If you look at the evolution of the cell phone industry first they went to overage charges on minutes and then they charged for text messages and when everything went to Facebook, Instragram, and Twitter and people didn't need to make calls and text they moved to charging more for data. That's how the home internet industry will evolve.
