I heard it's based on whether your state has antiquated technology that's having trouble issuing larger amounts to the unemployment checks.

Some tech podcast I was listening to the other day said several states used 40 year old mainframes to process their unemployment checks. And they we're looking for COBOL programmers to help them change the systems. Because they couldn't process anything but the default benefits.
