Wouldn't call them lazy most departments dont have access to the amount of funds that NYPD had to catch Luigi

Luigi is the extreme situation. A normal homicide should command a lot of resources and it doesn't. They check in on immediate friends, family and associates and if nothing notable comes out it's unsolved.

I've always heard this stat. And I know it's mostly black folk. I personally know a few people that the streets took, and I know the streets know who did it, and to a lesser extent the police do too.

Most people are caught because of a camera, dna on clothes, shell casing, traceable smartphone, and no real alibi
