Going back to this topic, this was from Downtown's This is no Task for Kids 24 hr Can't Laugh New Year Special. Saw the entire episode cuz I like the show and have Jap tv. Basically, each year for new years they have a themed show (this year was American Police Academy)

The cast is not supposed to laugh or if they do, they get punished by getting slapped or some other means of getting fukked up.
Since the theme was American Police Academy, the actor in black face was dressed as Axel Foley. They make fun of everybody, especially whites so
