You can weaponize a lot of things, but a rocket is theoretically much easier to get than the .00000000+ chance you are going to get a nuke warhead. Rockets are plentiful. Nukes are not. And you need something to hold its payload otherwise its a big phallic bookend.

There are tons of bombs and dangerous weapons scattered around that the air force has lost. Hell, one almost exploded over NC in the 60s, it had 3 fail safes and 2 failed.
