The NYPD sees themselves as different than the district attorneys office.

Last year, the Brooklyn DA announced that he would not prosecute cases for weed possession up to 1 ounce. NYPD announced that their decision does not affect their patrols, and to continue to make arrests for any amount of weed.



As far as NYPD since the Guliani era it became more about the stats of the department then actually working with the system. It just became all the more obvious nowadays because the mayors office has a more liberal politican and the NYPD thats been there for at least two years, were under Bloomberg. Those types of NYPD cops, hate that. Hence you see the rift you see today.
