I know. But the point of a neutron bomb is to release as much radiation to kill of the target to avoid destroying the infrastructure. Sure the infrastructure maybe saved but the target will die a miserable death. That doesn't sound like "self-defense" but typical cac "offensive." A regular hydrogen bomb placed on a long ranged missile would be a enough for a determent.
