parents might personally know a tattoo artist…but all any regular tattoo artist need is a parent/guardian’s consent to tat someone underage…a lot would turn them away but pretty sure there’s enough scummy artists around who would do it w/o hesitation…I remember there was a freshman girl (filipina student) who had a half sleeve on her upper arm…prior to that I didn’t know tattoo artists were allowed to tat someone under 18
