Two issues:

1. The fact that this happened to an 11-year old is pretty disgusting
2. (I know most of you don't care, but) is this black cop getting the same treatment as a white cop would? Because it seems that when a black cop violates procedure they get reprimanded properly. When it's a non-black cop, they at the very least get severance and no charges.
