They're both Islamic State. They rebranded from IS in Iraq and the Levant to IS in Iraq and Syria. Atleast according to US media.

Sham is the Arabic name for the Levant. It's just preference really. Some newspapers preferred ISIL since Western media audiences are more likely to know the Levant than As-Sham.

IS never actually alternated between the two since they refer to it in Arabic.
