Yea it really look like that.
I use to work around there in high school and one of my favorite pizza shops was Moe's under there
It's 100 times worse now. I would never get out my car and walk around there. All the sneaker shops and other stores basically left now. It's just a cesspool of junkies and drug dealers
You'll find similar scenes in california like the skid rows in LA, San Diego , and Tenderloin in SF otherwise no where in the country got it as bad as that couple blocks i think

Fixed. If there are billionaires, there should not be breadlines. America has the funds to eliminate this situation, but the people in charge simply don't give a fukk. So it falls mostly on the shoulders of non profit organizations to do the best they can to supplement the already weak social safety net.
