No. Just the states that have passed the popular vote compact.

That's not true. They're not agreeing just to count the popular votes of the states in the compact, they're agreeing to count the popular votes of the entire nation. Even the people who live in states that aren't in the compact will get their votes counted the same.

If they had instead voted to give their votes to whoever won out of the compact that would have been an incredible power grab though.
