Eastman and Laird have always hated them
and that's what it boiled down to. The director or writers of secret of the ooze tried to get them but they were like
so we got toka and razah instead. They're not too fond of the 80s cartoon. Obviously they love what it did for them and the shine it gave the turtles but it was so far off base from their creation

It wasn't garbage, but it was clearly meant to pander to the kids that were fans of the TV cartoon, moreso than follow the comics/ first movie. It was just ok.
