There's so many people thats actually developing and not on tv yet.
And they have a healthy amount of talent that gets rotated on the actual show so you're not seeing all the same people all the time.
So to keep just sign names for the sake of it is silly.
And some of them NXT dudes aint being paid that much, Tozawa Crews and Ricochet all share a spot together or at least was

To be fair there's probably a lot of guys and girls that they have no plans for and they're waiting for their contracts to expire or for them to quit.
I'm not to big on crazy Steve without decay. Dude was instant change the channel status before hooking up with Rosemary and abyss. But he could work in Eric young's group but as a solo act he needs to develop his solo chacter before he gets to tv
