Good Morals and Good Cause - The Government Escape Clauses
California is one of the few states that does not have objective standards for issuing a permit. The key element is the law’s “Good Cause” requirement.
The first two (2) requirements for an applicant are that they be “of good moral character” and the applicant offers “Good cause exists for issuance of the license.”
Good moral character is typically defined as having no convictions that would legally prohibit possession of a firearm, having no record of arrests or treatments for substance abuse, no outstanding tax liens, and no convictions for certain misdemeanors (e.g. assaults).
Good cause, however is slippery. Most agencies reject “lawful self-defense” as justification. In prior instances we’ve seen that what is acceptable as “good cause” for one person isn’t always acceptable for another person. It’s much more likely you can obtain a permit from urban authorities if your occupation requires you to handle or transport high-value items — cash, jewelry, bonds, securities — or your job puts you in “high risk” situations, such as responding to burglar alarms for a security company, servicing ATM machines, etc. If you want a permit for protection against a violent ex-spouse or against street-gang retaliation, most often the police will reject your application and tell you to “just call 911” instead.
