I couldnt find the right term to use. I been knowing her since the first time i moved to texas bacc in 6th grade fucced around with her in middle school, she left bacc to LA den came bacc around my senior year. We always planned shyt but it never worked out. So shes not really me "ex" but shes not a regular friend either.

Well, if you knew her for that long I don't know. It's still messed up unless she was playing.
But if she's like that she may not have your best interest at heart. That's on you to decide though, if she's not a regular friend then I would treat her as such until you got on that level.
Naw, that's a sign she doesn't like you like that if that's the first words out of her mouth. Most women will come with the expectation of the man paying, but if the first consideration she has when you asked is her getting a free meal, then that's what she's there for and not you.
