So one has a inconsistent frame rate at 60 and the other has a fairly stable experience at 30.

Let's not even discuss the average of 51fps which means the system stayed closer to 60 than it did 30.

the PS4 version obviously runs better, but it seems the Xbox version in capped at 30fps, and that kind of skews the numbers (as does the PS4 being capped at 60)

i dont get why this shyt matters?...this is one of those things i think people try to hold over the other side like it's important, but it really aint....seriously, most didnt even care about framerates until it became a bragging point....
framerates are important to an extent, perfect example was BF3 @ 30fps going to 60fps on BF4

The Xbox one is capped at 30. The ps4 version is uncapped.

The two different versions of the game were created by two different studios.

I'm not sure that direct comparisions of the two tell us anything.

What they do tell us is that this is more of a cash grab by the publisher as opposed to a true "definitive" version of the game for either console.

I guess I can see how the casual gamer wouldn't notice the difference, but going from COD to BF3 the difference is very noticable.

It's a big deal for FPS games. Try playing BF3 on PS3 then play BF4 on PS4. You'll notice how much smoother it looks and moves with double the framerate. It's also a HUGE reason why COD was as big as it was on last gen consoles.
