I'm not understanding your argument. If you don't think Democrats are going to support reparations do you believe the Republicans will? If we look at the recent track record we know Republicans are violently opposed to most social programs and look for any excuse to cut funding from them such as Medicaid and Medicare. When Paul Ryan introduced the tax cuts that Trump passed he explicitly stated that the next step was to look at cutting entitlements ie Medicaid and Medicare. If they don't want to fund something as universal as Medicaid and Medicare what makes you think they are going to support something as robust as reparations which would be exclusive to ADOS.
The reason we are putting the focus on pressuring Democrats for reparations is because they have a history of supporting social programs similar to it and the recent progressive push is very much about social and economic justice. The fact that we vote Democrat at a very high rate and their success depends largely on our support gives us some leverage. If Republicans didn't have such and abhorrent track record in relation to social programs then I could see your idea of "put the plan out and whoever grabs it you support" would make sense. I can almost guarantee you that no Republican is going to really support the idea of reparations in good faith.

Nothing has really changed but our lifestyle and higher paying jobs and black folks are still at the bottom of that.
I been to city council meetings and watched the black council people fold, I seen smaller black politicians sell out to crackas, we have a new mayor here who is a gay racist democrat and I watched black politicians defend her. I watched andrew gillum not mention doing nothing for black people in florida but he mentioned everybody else, I voted twice for obama. I watched these c00n ass judges and other people. At this point I'm tired of the whole damn party, I changed my voter party to no party.
