I would say that is more a caricature of black people (specifically black samurai like Yasuke, yes its a thing. There is a supposed Japanese proverb that you can't be a real samurai without a bit of black blood) , hence the rapping and the cornrows and ambiguity of him sounding and "acting" black but essentially draw similar to a white dude with a tan.
