Luger is the GOAT US Champion. and yeah Luger was always over, even as a heel he had fans in the late 80s/early 90sDon't sleep on Luger as US Champ. The NWA version of Luger would be pushed like Cena if he were in the WWE today.
Fans loved him almost as much as Sting. And there was a time in which Luger was improving his ring work, too. He had great matches.

Arn Anderson was no joke with that damn TV title. Austin had a good run and was fun too. The good ol days on WCW Sat Night was when they were doing TV title matches with the legendary "10-15 minute time limit" just in case they wanted to run a draw and protect both guysdidnt Arn Anderson have the TV title around that same time?
