Definitely but not the only...Bulls lost by 12 at home to Miami and dropped a bunch of home games recently where they was awful...
Washington i dont think is a contender that there record would indicate....ONLY team in the east truly thats not a pretender right now is Atlanta...

Bulls mopped the spurs then went to dallas the next night and won.Raptors haven't beat a good team since november and rank at the bottom of the nba in several defensive categories,toronto isn't a legit threat to win the east they just benefit from playing in a trash division.
Why you bring Toronto into this i never stated they were a contender,theyre no 1 on my list of frauds,but lets not act like Chicago hasnt been shytty for a few weeks now and that home record sucks for a "contender"...
