It's a matter of opinion, but I'm laughing at a lot of those entries especially Timbaland being Top 25 and I like Timbaland, but he has like one great line ever: "see a Black man dead from a whit man's powder, see a white man scared from a Black man's power". His impact and legacy is 99% production, not rapping. Same goes for JD.
THEY STILL RAPPERS WHO HAD A GREAT IMPACT + LEGACY REGARDLESS, SO THEY HAD TO BE HIGH

I don't think Timbaland's legacy, impact, or skill is great enough as a RAPPER to make a list like this, but it's not my list. That said, Timbaland is from The South. Virginia is a Southern state and Timbaland reps and claims The South. He even has a Southern accent when he raps.
