Maybe, but Tory claimed that he was apologizing to Meg for fukking her friend, which doesn't make sense if he was seeing the friend and fukking meg behind her back. He also apologized to the friend for cheating in the jail phone call.

He apologized to both for the same reason, that shyt doesn't make sense to me and I dont understand why people think that text proves Tory was innocent.

Someone fired that gun that night, Megan did get hit, she had her back turned and probably thought it was Tory. I'm starting to feel like it was the friend who fired the gun.
