White car is at fault but the motorcyclist had more than enough space for their reaction time to kick in if he wasnt speeding.

White car only issue was driving off after the accident. Motorcycle actually caused the accident because you notice he passed all the stopped cars in front of him. There was only one lane and the car ahead was letting the white car pull out.
