Did the biker have his own lane though or was he just passing all the cars ahead of him. To me it looks like a two lane road low key.

White car only issue was driving off after the accident. Motorcycle actually caused the accident because you notice he passed all the stopped cars in front of him. There was only two lanes and the car ahead was letting the white car pull out.
Edit: actually i can't tell, biker may have been in his own lane

The problem is you are not supposed to STOP traffic to "let a car in" and dart across 3 lanes for this very reason. The car has to merge when the traffic allows it. White car is still at fault
