they actually did Shockwave well imho. Outside of the movies, Hasbro has been trying to create/fix the overall story arc/history of the autobots & decepticons that we know from the G1 cartoon. For instance...
Shockwave has been made out to be an evil/crazy scientist who is now the real creator of the Dinobots. In the game, the Dinobots were Autobot warriors who were captured by Shockwave and experimented on in Shockwave's laboratory. Shockwave also had been working on the Space Bridge and has been studying Earth's life forms at the time which were the dinosaurs. So he comes up with this genious idea to turn Grimlock and the others into Dinobots on Cybertron. Of course his plan backfires in the game...

I don't remember Shockwave playing a big role in WFC. I think he might have been just mentioned or referred to. in FOC, he's one of the major villians along with Megatron, SS, and Soundwave. Get both games, as FOC takes place right after the events of WFC and you can probably get WFC pretty cheap now.
