August is winter in brazil, so its not the best time to go to rio
you can go to salvador and near cities, its always summer there.

Salvador or Rio. I want to be around some black people. Don't want to be the only breh in a foreign country.

Go to salvador, way more black people than rio. People will treat you right there
Plus with some extra dollars you can visit other cities near there, you cant go wrong.
