A better comparison would be against the WR/CB taken after him. The issue is that he has to be near the tippy top of each of those positions for the pick to make sense. I see him being capable of being a top corner moreso than a receiver so honestly should just cut the bullshyt and have most of his snaps there.
I can't really recall the last skill player that went on to be amazing looking average early. If you can please let me know.
No he doesn't, if he's elite at one while being above average at the other he's providing more value than most guys.
The Jags are misusing him, they went from planning to use him mostly at WR to now using him mostly at CB in a matter of weeks. They need to figure out a defined role for him, it can't be scattered like this in his rookie season.
His catch and run yesterday shows what he can do when he has the ball in space. On defense he's been good enough that the Jags a have greatly increased his snaps. In 3 weeks he's already had a 6 catch game and a 6 tackle game. Only a matter of time before he does it on the same day.
I can't really recall the last skill player besides Deioin that was attempting to play WR and CB full time. If you can please let me know.

If hes elite at one, why wouldn't you just play him at that one and maximize him there
Deion only put real burn in at WR for ONE season, so even if we using him as the template thats nonsense since obviously his biggest impact was as a CB. Deion got 60 receptions over his whole career and damn near 40 of them came in one

He's just not being featured on offense.. They're doing exactly what they said.
He was never going to step in and be the number 1 receiver. They've talked about him having a lot more to learn on offense and that's why he started that way.
One of our corners got injured and he stepped up his count on that side a lot sooner than expected. But it was also said he could likely just step on the defensive side day one and be ok.
On offense he's still grasping the playbook and lining up wrong (we had to call a to because of it Sunday) but that's expected too.. It's been three games
