A lot of people (Trick included) don't really get why Oprah built the school in Africa. It's not about wanting to help kids there instead of here. It's about control. In order to REALLY help these kids, you need a certain amount of control of their life/lifestyle that simply isn't going to fly in the U.S. It goes beyond being a teacher, you need a parental or even an Army captain's level of control to keep some of these kids safe. U.S. culture is very protective of children's rights, anyone whose parents migrated to the U.S. should be able to attest to that.
You also need control of the environment that the school is in, as you will have tons of press & other people who make it more difficult for her school to succeed. They would want nothing more than one of those kids to claim to be abused, or mistreated so they can destroy her entire image.
Edit - later on in the interview he says "You can't beat your children no more". I know he was being funny, but it was connected to the point that I just made above. Children have a lot of freedom here.
