Back up plan incase he did decide to show up or they created merch like he was going to be there but he didn’t show so they just sold shirts because they knew they would sell

But they still didn’t advertise him like he’d be at the show leading up to WM

I get what you mean, but they had just kicked off a hot storyline that The Rock instigated. Even if he wasn't advertised, a lot of people went to WrestleMania expecting him to be there. The people watching WrestleMania expected him to be there. Him not showing up was inexcusable.

Now, they won't even have the possibility of him showing up, and Cena's retired, so like @dh86 said, they're going to have to rely on the full-time roster to make this show work. It's not like they can't (39 did this just fine), but the writing has declined in the last two years, so they're going to have to step up their game again. It also doesn't help that they're going back to Vegas, so it brings negative energy from the get go.
