To be clear, he can't force the States that are funding SNAP through their own state funding to not release funds since they're not using federal money, but rather State dollars.
This is about States that've already received federal dollars after the original court order, in which those States have already started releasing payments to recipients or have sent them pending dates on when to expect their benefits, he's telling them to put a hold on those payments (regardless if it's full or partial) until further notice.
