Back in the 80's and early 90's, you really couldn't survive politically if you were not considered tough on crime. That was the culture. That was the atmosphere. And the demand for being tough on crime was there and some older black people at the time supported it. (Which is an uncomfortable truth that people don't like to talk about)

This is not to make an excuse for the bill, because the bill turned out to be a disaster and perpetuated mass incarceration, but to understand the culture and atmosphere back then is to understand how a bill like that was created. Time goes on, people get educated (sometimes through tragedy and injustice sadly), and attitudes change. Which leads to the current culture and current atmosphere in the last 6 years: The pushes for criminal justice and police reform legislation. Because the demand is incredibly strong for it.

So, Trump is still living in 1968 Law & Order and 80's/early 90's tough on crime attitudes. He's out of touch as that's not in demand anymore. Biden on the other hand has adopted to the current atmosphere of reform. Which means that current Democratic Police Reform Bill (that is much much better than the GOP bill that does absolutely nothing) will die in the Senate and if it passed the Senate, Trump would probably veto it. However, Biden would sign the bill as it is. And I'd like to imagine his justice department would restore the federal oversight investigation of police that the Trump DOJ completely removed.

So, you, and everyone have the right to be upset at Biden for what happened, but the notion that he would be equally as bad as Trump, or that his history would suggest that he would be a disaster in current times just isn't met with logic and reason.
