OK. I will break it down for you. He is talking about the children of immigrants who were born in the USA. He and the Heritage Foundation are literally saying that if your parents were from another Country it meant that they were not "subjected to the laws of the United States" and therefore when you were born in Detroit that did not make you a citizen of the United States. You were a citizen of your parents home country or countries.

What that means in plain language is that illegal immigrants children are not American citizens. The children belong to the same Country as their parent. Trump is extending it to people with visas (tourists, students, employment, etc) diplomats, dignataries, people with TPS, naturalized citizens even though they are subjected to American law, etc. He is saying that their children are not citizens. That is why Trump keeps saying that millions of people voted illegally in USA elections, because he is saying that the children of illegal immigrants are not citizens due to their parents not being subjected to USA laws and therefore they were citizens of Mexico voting in US elections. Before you think that is crazy read articles written by the Heritage Foundation (i attached it at the bottom of the post) and then realize that 5 of the 9 Supreme Court Justices have ties to the Heritage Foundation. That is why the birthright case is currently working its way before them.
