I had lists like that for fundraising for my political campaigns.
They were organized by city and county and then alphabetized by last name, first name, phone number.
But it was handwritten because I could never figure out how to type anything into a pre-bound book. I would list in alphabetical order by last name, first name, phone number. Listing by phone number first, even in this electronic age, makes no sense.

Biggest donors were circled so I remembered to hit them first each election cycle.

Never occurred to me that if someone got their hands on it they could accuse me of drug or sex trafficking...
