No it will hurt the American consumer by increasing inflation and drawing away money from the U.S. We live in a globalized economy where nations export where they specialize and import where they don’t. All tariffs will do in create a gap that other nations will fill (China especially) and make the U.S less relevant on the world stage. A lot of the cheap goods we enjoy are a result of the U.S being a leader of the western world and the lucrative trade deals that came off the back of our positive relationships with the EU, NATO and satellite nations like South Korea and Japan. All trump is doing right now is flipping the table on ongoing deals and pissing all of our business partners off.

Basically any economist will describe the current series of events as “retarded” in the nicest words they can find.

Manufacturing jobs are never going to make a big return, unless it's for vehicles for 2 reasons.

1) anything manufactured in North America means you have to pay a decent wage. You can't pay your workers $50 a day or less

2) the cost of living is way too high. In China you can survive easily off of $1000 a month.
