for one, tribal elites do not share the same interests as the masses of Indigenous people, and it is most typically the former who control casino revenues.

Second, Natives have dependent economies (how could they not? most reservations are in the middle of nowhere with little infrastructure) and federal money funds reservation governments. Termination policies were already pursued in the 1950s and 1960s. If res governments backed something like that, that money would be cut off for good
