Well we also can't supplement that with students here since education isn't valued at the clip it is in other countries and seen as a hindrance instead of a necessity. The very politicians that are anti higher education all went to these same institutions. I can't find much evidence that China takes in that many foreign students. They'll probably just take back their own citizens. And everyone else will head to Europe instead. Even Chinese students don't want to stay in China.
the thing that just burns me up about this is that i know the negative reverberating impact that brain drain will have on this country but i can't help but support this decision for the time being.
we warned the chinese because we saw this coming.

If you’re worried about espionage you keep them monitored and refuse to let them leave while they work for you for some crazy amount of time like 2+ decades. Jail if they violate. Let the ones who want to take that risk work here. This way you’re filtering the ones who really want to be here while losing no brainpower. The ones who don’t want to give up that long of time won’t come here. The ones who are China state infiltrators most likely won’t go either because by the time they report back the tech will be old.
There’s no sense fully-reflecting everything back into their country, got to let the best and committed transmit.
Most likely truth is that the issue of spies in prestigious Universities working with our most well-known professors is highly highly unlikely. It’s typical Republican fearmongering.
